Action Code

Code	Description
A	Add a record. If the record already exists as defined by the transaction's primary key, then replace the existing information with the new informaiton contained in the body.
C	Change a record. If the record does not already exist based on the transaction's primary key, then add a new record to the file.
D	Delete a record. If the record is identified by the transaction's primary key does not exist, then inform the submitter that there is no record to delete.
